State Directs Counties to Permit Electronic Voting

State says directive also would assist displaced emergency responders who might not otherwise be able to vote.

 

The New Jersey Department of State issued a directive on Saturday ordering county elections officials to permit New Jersey registered voters displaced by Hurricane Sandy to vote electronically.

The directive also is intended to assist displaced first responders, whose emergency recovery efforts away from home would otherwise make voting a challenge, according to a Saturday afternoon press release.

“This has been an extraordinary storm that has created unthinkable destruction across our state and we know many people have questions about how and where to cast their vote in Tuesday’s election," said New Jersey Lt. Governor Kim Guadagno.

"To help alleviate pressure on polling places, we encourage voters to either use electronic voting or the extended hours at county offices to cast their vote,” Guadagno said in the release. “Despite the widespread damage Hurricane Sandy has caused, New Jersey is committed to working through the enormous obstacles before us to hold an open and transparent election befitting our state and the resiliency of its citizens.”

To vote electronically, displaced voters may submit a mail-in ballot application either by e-mail or fax to their county clerk. Once an application is approved, the clerk will electronically send a ballot to the voter by either fax or e-mail in accordance to the voter’s preference. Voters must return their electronic ballot either by fax or email no later than 8 p.m. on Election Day, Tuesday, Nov. 6.

Voters can download a mail-in ballot application for their county by visiting http://nj.gov/state/elections/voting-information-vote-by-mail.html. A list of county clerk websites, phone numbers and fax numbers are available by visiting http://nj.gov/state/elections/voting-information-local-officials.html.

Separate directives issued today enable displaced voters and first responders to vote by provisional ballot at a polling place in a county other than the voter’s county of registration. The deadline for county clerks to receive mail-in ballots has been extended to Nov. 19 for any ballot postmarked on or before November 5, 2012. Mail-in ballots post marked later than November 5 will not be accepted.

County elections officials have also been directed to print a sufficient number of provisional and emergency ballots to accommodate voters.

Voters are encouraged to take advantage of extended office hours at county elections offices to cast their vote early and in-person. Registered voters can obtain and cast their ballot in-person at their county elections office up until 3 p.m. on Tuesday. County election offices are to remain open, at a minimum, from 8:30 a.m. to 4:30 p.m. throughout the weekend, until November 5. 

Voters who have a mail-in ballot and choose to deliver their ballot to the county elections office in person must present their completed ballot to their county elections office no later than the close of polls on Tuesday.

We cannot enfranchise out of state voters. The law does not allow it. BUT if a New Jersey voter is put of state, visit elections.nj.gov

Not supposed to download it. The county clerks have to email it to you. Questions? Call 1877 nj voters. Or call your local board of elections. Trying hard to make this work.

Read the article, folks! You have to download the application to vote by mail and e-mail or fax it to your county clerk before you get the ballot.

The potential for fraud here is mind-boggling. There are so many ways to game this system it's laughable. Here's my prediction. Democratic candidates will "win" thanks to a plurality of email ballots submitted by people whose average age is 82 years old.

What a logistical nightmare. It's nearly Sunday. And people are supposed to somehow get to a fax or e-mail on computer and get a ballot and then fill it out and scan it and get it back by 8 p.m. on Tuesday. And how does everyone KNOW to do this in the first place? And provisionals will not be counted until two weeks later -- if at ALL.

You can go to any polling place and vote the statewide ballot issues. You can text 877877 and find out where your polling place is on Tuesday so You don't HAVE to vote by email We WILL count all provisionals. So we may not have a final count for some time and, no doubt we will be sued but we WILL have a fair, open and accessible election. if you have any more questions, call me, 609 777-

It appears that the form to apply for a ballot is not interactive. I cannot fill it out on my iPhone, and I do not have access to a printer or fax machine. So Christie expects those without power, heat, homes to go hunting for a printer? Are there going to be stations at, say, public libraries to facilitate this? This all seems very ill conceived and hastily thrown together. I am feeling disenfranchised at the moment...

If people can vote early then we should be able to vote late. This is a state of emergency and there needs to be some accommodations made for those that don't have power and can't get out of our houses. Fraud will be rampant and that is unacceptable in such an important presidential election.

i HAVE BEEN TRYING TO SUBMIT A MAIL IN BALLOT APPLICATION TO THE ESSEX COUNTY CLERK AT THE FAX NUMBERS LISTED ON THE WEBSITE BUT THEY ARE NOT ACCEPTING MY FAX. PLEASE ADVISE AN ALTERNATE NUMBER TO FAX OUR MAIL IN BALLOT APPLICATIONS.

i CALLED THE LT GOV'S OFFICE AND THEY FORWARDED ME TO THE DIVISION OF ELECTIONS NUMBER BUT NO ONE IS RESPONDING THERE.

Good for New Jersey. If *every* Democratic vote cast in NJ were fraudulent, the net effect on the outcome of this election would be *less* than the impact of voter roll purges, restrictions on early voting, and the voter suppression laws enacted by the eleven or so GOP-dominated legislatures and statehouses across the country. Btw..the only people facing jail time for voter fraud this year are Republicans.

I agree with rescue. Why aren't we extending voting until one week after power has been restored. Our family feels fortunate to only have lost power and water. Voting will still be a challenge for me, but I will get it done. There are so many people who lives are completely upside down. It is not realistic to expect they will have access to voting. Please let NJ be known for making sure everyone has the opportunity to have their vote counted!

Please someone post an email address that will WORK for Essex county clerk. As expected they are overwhelmed and have not provided an alternate email address for people to send in paperwork. So much for providing the option for out-of-state displaced NJ voters in Essex County! LT GOV - what can you do for us? We are in danger of our votes not counting!!!

Emailing and fax voting so shouldn't be allowed -- the potential for fraud is tremendous. Non-existent ID verification. What a joke this is. First the laughing stock of the way NJ government is dealing with the aftermath of the storm damage and now this. What is next -- to governor handing out free casino chips to Atlantic City which had the power back on before the NJ working class ???

Lt Governor. If you really want Obama to win this is the way to do it. How many immigrants do you think will get thru this loop hole and vote. I can tell you they will vote for Obama because in his next 4 years they will become legal. This is crazy in my opinion. If this race is this close this could cause major problems

I live in Hoboken and currently still do not have power. I had to leave the state and move back to Michigan with my baby because of the temperature and lack of heat. I was extremely excited to see that New Jersey was being proactive. However -- I tried to fill the form out and see that it is not accessible via the computer -- it must be printed, filled out and scanned back. I am working remotely -- only computer access. I called the number you listed - they transferred me to the voting division who transferred me to hudson county clerk...who when i pushed in the number for the voting division has a recording they are not accepting calls at this time. I take back my proactive thought of this. You know people are without power and normal everyday working procedures. People are trying to fill these out by their smart phones because it is the only cell service possible. Answering AMEN to people's frustration is very unprofessional and not appreciated. Instead of realizing you should have made the form interactive so more people could have used it -- you are believing you did all that was possible. Let me tell you -- you haven't. I was told I would have to drive to the county clerk's office by your LT Gov office. When I explained I was out of state -- oh well -- just transfer her. Shame on you for making us believe it would be easy during this time.

LG, I stopped reading after the 50th back and forth. I have to tell you I give you a lot of credit, for having the patience to answer these questions going back and forth and over and over. It's all over whelming, everyone's working hard to find a way to make it easier and hopefully give everyone more options and the opportunity to vote. The storm and it's after math is neither Democrat nor Republican and I doubt either group as a whole will take advantage. Some idiots here and there will, and they'll get caught. The fact that we're making this happen any which way we can says a lot in my opinion . I for one Thank You and everyone who is working round the clock for the State and our people. Whatever side you're on I think we'd all have to agree you're doing a great job. Thanks!
PS. I'm sure I'll see a lot of feedback probably negative, please don't bother I'm not following the thread any longer nor am I going to reply. I have no time, I didn't have the time I spent here already I just felt I needed to say Thanks!

People lost EVERYTHING...and as residents of this state, rather than be appreciative that you are not one of those either siftting through remnants of your life or lying in the morgue, you come here to post your bullsh*t. It's great to see that all you have to worry about is your typical 'First World Problems', when your neighbors have to worry about their next meal and shelter. Vote for whoever you wish. It is your right. If your voting right has not been crippled by the storm, count your phuking blessings and go post your rants on facebook. There is another storm coming...and as my mother always said: 'There, by the Grace of God, goes I'. If you don't understand what it means, maybe this is the perfect time to find out.

I reported a problem with email voting to the hotline. Contacted Passaic County on the 3rd and still have not gotten ANY response on ballot via email. VERY ANGRY that this is being handled so poorly. I hope the students at the hotline are able to pressure election officials into actually doing their JOBS!
