42 years ago at the age of 17 & 18 I was an intern news writer at the Suburban Trends under the late editor Howard Ball. One of his biggest concerns was flooding and as he put it "river control." The idea of lowering the reservoirs and lakes upstream when a major rainfall was heading our way was one of the proposals that he supported. In the case of Tropical Storm Irene in 2011 and Hurricane Floyd in 1999 northern New Jersey had ample warning that we would most likely receive many inches of rain. Just think how much damage and heartache could have been prevented if the gates on all of those dams had been opened so that water gradually went downstream then when the storms arrived the gates could have been closed.
